Ballpoint ink, printer toner and permanent marker are oil- and dye-based. Water and household detergent spread the ink into a larger grey halo rather than lifting it. Professional removal uses graded solvent treatment to redissolve the ink carrier and extract the dye out of the fibre before it sets.
The single biggest factor is how much ink has been applied versus how much has been worked in. A fresh pen burst the size of a coin usually lifts almost completely; a marker drawing that has been sat on for a week is honestly a partial-lift job, and we will tell you so before we start rather than overpromise.
